what is avearge mpg

i would be interested to know roughly what sort of mileage is considered average for normal short town trips.
i average 21-23 mph. i spoke to my dealer who states that this is good for my car a 530d sport.
i find this surprising given the offical figures. is the dealer just fobbing me off

My Ride: 535D Sport Auto
My previous 530d did 22-24 around town. My new 535d does around 24-26.
Average speed on both about 20mph. Includes plenty of footdown
Still good for car of this size. My old 528i would have been down to about 17-19.

I don't think so. Me thinks you need to have your computer calibrated. Have you measured your actual consumption from top off to top off?
