Warranty Work

I bought my car from the US because of the savings. I didn't get recall clearance letter from BMW Canada so now they tell me they won't do any warranty work.
I know of a used car dealer that probably has a good relationship with a local BMW dealer that actually did warranty work before selling the car.
Is it at the dealer's discretion to do the work? I assume the dealer will turn around and claim the work from BMW North America.
Anyone know how this really works?
