Vacuum hose goes no where

Default Vacuum hose goes no where

I was replacing my old brittle vacuum hoses with new silicone and I spotted this vac line appears to be wrapped in a wiring harness on driver side (US) alongside fender. See pics. Does anyone know where it should be attached?
Also can anyone tell me why BMW didn't extend the metal vacuum tube on the turbo wastegate actuators perhaps another inch and point them in a direction that affords you the ability to install the vacuum hoses?

this is the vent hose for your washer fluid. if it foams up while pouring it in, it will come out of there

I don't remember, but could that be a vent hose for the front differential?
