Tyre Dealer refuses to repair RFT

I was at one of the more reputbale tyre dealers here yesterday.
While they were busy with my other car I quized them on the whole RFT repair story.
They said that they will not repair a RFT tyre.
Reason given is that they have no way of knowing how far you have travelled on the flat tyre and how much damage the side walls may have suffered internally. They do not want to be held responsible for any tyre related accident after the repair.
It's the same reason that the tyre and vehicle manufacturers are giving as to why you must replace rather than repair after getting a puncture.
Having said all of this, I got a puncture after about 5000km. The BMW dealer, not knowing better at the time, said go ahead and repair. The tyre shop could not get the tyre off the rim so plugged it instead of the better internal repair. 15000km later, still going strong.

Let me explain.
They couldn't get the tire off the rim to do an internal repair so they did an external one instead.
They didn't repair instead of supplying me with a new tire although I wonder what they would have done if I wanted a new tire!!
18 months have passed since then and most dealers now have the more powerful equipment to deal with RFT's!!
