TSB on Dunlops / New car only??

Recently purchased a '04 545i with over 20k. Tires were replaced 14k miles ago @ BMW dealer (good records avail for BMW). Inside of tires are gone + lots of tire noise. I pulled them off to put on the snows - noticed how bad they really are (didn't hug the tires to check inside edge).
This may be a stupid question - but is the TSB (SI B36 02 05 - Sept '08) for only replacing the first set of tires? - or does it cover the tires listed to 20k? The tires on my car are within the listed DOT #'s. Car has 77k, lined up, good air pressure.
I called Dunlop and they were unaware of the bulletin (??) - and recommended that if the wear is excessive that I should take them to the local retailer and if the tire wear is abnormal and there is enough tread left (50%+), under a goodwill concession they may cover half the cost to replace.
I'm reserving this as a last resort. I'm at a standstill right now - as I didn't buy the car from a BMW dealer - so the service was VERY cold when I asked the question..

On my 2004 car, I had three sets of Dunlops replaced -- as long as there's less than 20K miles on the tires (not the car) and the wear pattern matches the pattern described in the bulletin, they'll replace them...

My worn tire DOT # are not listed do i still qualify?
