Stupid question....Why are 2010 out?

I think in this case it is a combination of it being the final production year of the E60 model, and putting the new iDrive system in the 2010s. What's more, the new 5 series GT comes out this fall, so maybe BMW didn't want to dilute attention (and sales) by having the two launches compete so directly. By starting the 2010 E60 in March, BMW gives itself a good 6 months or so of sales effort before the launch of the new (sort of a competing) model.

It's because the F10 will be released soon...2011 in EU and 2012 in the US if I recall correctly...
