My Ride: e60
Took my lovely e60 to the dealer yesterday for an oil change and my SA had me come to the car and the tech adding oil told me my tires were at 55 pounds per square inch and hes reduced them to 40; however after I pull out and hit the road I notice a sight steering wheel wobble left and right only at low speeds (5-25) (does not shimmy / wobble at all during 30+ or braking )
Would a tire pressure reduction from 55psi to 40psi cause this? Maybe I need a rotation and a balance; the tires need to be replaced in a few thousand miles too.

YIKES !!! Whomever gave you the advice or inflated the tires on your car should be excommunicated (at the very least)!
For sure driving with 55psi has caused some strange wear patterns that might (MIGHT) be evened out. But, maybe not. As you said , you are in the market to replace these. But before you do I STRONGLY suggest you get edumacated on the basics to be able to personally monitor some operating parameters and be alert when, or if, some hack mechanic is thinking about doing something goofy !

Jesus Christ!!! (55?) I ride on 33 PSI all around. You know, with that kind of tire pressure, your tire does not give at all on bumps. Instead you know what takes a BEATING???? Your front suspension!!!! Bushings and all. Come on, common sense, people!!!!

Ive done 33-35 my whole life. Maybe thats why my suspension after 100,000 miles still makes independent mechanics drop their jaws! Come on buddy! At 38-40 you're killing the center tread of your tire prematurely AND you're destroying your front-end. Have you looked at german recommendations? 28 in the front!!!!
