I think its more related to the Sports arent fitted with them and the non sports have them, nothing to do with the cold weather package. This is still true on the LCI cars although there have been a couple of people with new 535d non sports and they don't have the flaps either.

I think the conclusion was that these are part of the Efficient Dynamics and existing in all LCI cars except M-Sport. Before LCI it seems that they have started to fit these into the cars from some point of time but the exact time and model details aren't know. What is clear is that with LCI and Efficient Dynamics, they are existing now unless the car is M-Sport.
