Don't know what this is. Looks like the center part of the thigh support is upholstered with different material.
Seat ventilation would be on the seat itself and possibly the backrest, not on the thigh support.

It looks like the Flashlight Cloth that's the standard material for upholstery but it's usually on the seat panel too.
