Scraped Bumper!

Went to a shoppin center, scraped the bottom of my bumper on one of those parking space dividers thing, so I'm thinking of going for an upgrade... Maybe ACS kit with 18 or 19" rims. But I can't decide whether i should put 18 or 19. But i keep thinking that if I put 19, i'll lose some power. Any advice?

19inch look best on the e60.
