Assuming you mean satellite radio, no, it's not true.
It used to be true on model year 2004 cars but they've since resolved that. I'm pretty sure there was never a conflict with model year 2005 cars...

In the US it is available. I believe the issue is satellite radio availability in general in Canada.

Hi Guys,
I just ordered a 545 to replace my 540.
For an extra fee of $400 (special order fee) I was able to order the satellite pre-wiring; allowing me to drive down to burlington, VT and have Sirius installed.
Without it, you can never add the Sirius.
You still have to pay for the prewire option; $USD75

The $72 Prep fee is for the prewiring. As I understand it, it runs a separate antenna wire for the sat radio. This must be done at the manufacturer and cannot be added aftermarket.
The $500 ish charge is for the satellite radio itself. They install an actual receiver, similar to the sat radios you see on display at the electronics store. In this case you never see the physical unit. It is "hidden" and all the display/controls are integrated into the iDrive.
After that, you must pay a monthly subscription fee to Sirius. There are deals for pre-pay, but it is basically a $12.95/month subscription fee.
Pretty expensive just for radio.
That said, I still did it on my car. I have the "standard" sound system which has decent, if lackluster, sound quality when listening to "regular" FM radio. Listening to music on Sirius is like getting an upgrade to a premium sound system. The sound quality when listening to sat radio is night and day improvement from FM radio.
Looking at it that way, it is a bargain compared to the cost of the premium sound package. (Granted, I didn't do a comparison the the premium sound. My point is simply that it is a nice side benefit of sat radio on the standard sound system).
