Non RFT's come with 19 inch wheels and used to with 16inch, but this varies with country.
Your best bet is to negotiate a deal with the dealer, they can take off the RFT's and put proper tyres on at delivery. If they will not do a deal tell them you will go elsewhere, somebody will do it for you.

Knowing the location would make this much easier to answer. Here in the US, cars without the sports package come equipped come w/ regular tires, sports package gets the run flats. In other countries, as Iceman indicates, you can order without.

I am in Taiwan 
I asked my BMW dealer regarding run-flats but they did not know the answer! Seems like the people on this forum are better informed on BMWs than people selling them.
