Resistor burns?

From my understanding, resistors get really hot and will melt surrounding plastics if not carefully positioned. Resistors should be placed on metallic surfaces away from plastics...

and its a good idea to use heavy duty resistors with the metal heat sinks, not the ceramic.

I put Resistor inside the halogen headlight and closed cap to have un-error LED AE...so will resistor burns all my wires inside the headlight?
