Question! All Season Tires on Winter

Smimhee, if you have heavy snow in your area, it would be safe to use winter tires. In many cases your all season tires will work, but in many other cases winter tires will give you the extra traction that can save your life. Also note that temperature influence traction ... so for cold and snow use winter tires.

Modern, high-performance, snow tires are "very friendly" to high performance cars even when driven on clear, dry roads.

That's a GREAT video ... clearly shows the benefits of dedicated snows ... and this is at relatively speaking LOW SPEED!

My car = 545i (RWD)
My Location = Up state NY (Rochester)
My problem is the parking lot !!!! Car can't get out due to snow. or during the heavy snow on the road....
I was going to buy 17inch wheels + tires from Tirerack.com but i was thinking to just change my summer tire to All-Season.
I need to decide soon...
Your more advice will help my decision...

Do I need Run-Flat tires?????? or Can I just buy cheapest Winter Performance tires?
Tirerack recommending me Run Flat winter tires from Dunlop which is $205
I can get Regular Winter tires from Hankook Tires or something else for a lot cheaper price...
