Power steering vibration/drop in RPM's

In park at idle when I move the steering left and right there is some vibration and the RPM's move down and up a little. The wheel isn't that easy to turn. Do I have a power steering problem?

as far as i know the stearing pump is powered by a belt on a pulley which is run by the engine crank, so at idle if you turn the wheels it puts a little strain on the engine as the pump starts working,
which is seen as the idle dipping slightly.
