possible to have Headlight washers without CWP?

My car does not have CWP, but owners circle lists the car with Retractable Headlight Washers. is this possible? does anyone else have this?

i don't have cwp but i have the washers. i think they come with xenon headlights. please correct me if i'm wrong.
