Just under the driver side headlight where the bumper curves the most (upwards and sideways). I can see some cracks in the paint and two tinny spots where the light blue primer is showing. Hasn't been in any accidents? The other side is fine. Any remedies other than repainting?

I was going to get a full 3-stage detail done next week, will this make it worse?

If you bought the car used the dealer likely re sprayed the bumpers, its a very common practise and the second painting is always susceptable to cracking on bumpers.

I bought it used from the dealer. They may have re-sprayed the front - stone chips and all. I guess I can wait and see if it gets worse over the summer.

You might show the problem to the dealer you purchased it from and see what he says.

Yep, I think your bumper was resprayed with inferior paint or prep. Mine was too. I've had my CPO 2005 for a year and a half, and both bumpers, especially the front one that takes the road gravel attacks around here, look substantially worse than they did when I bought the car.

Add a Clear Bra after the repaint.
