They're there only for you guys in the US, as far as I know. In Europe, the sockets are only there if you have specced them specifically when ordering the car.

I have this one as well (and use it all the time), and I did not specifically spec it when ordering the car. It's not a US-only thing. My understanding is that you get it if you order a non-smoking car like I did.
