But this is BMW dealer, and should not offer for sale the car is such bad condition. If they have offered this car for 12k plus another estimated 10k for repairs, then it would be much fair, but this is like junk yard, but not BMW dealer.

Recommend you keep your distance from this one. If they won't even sanction a test drive they obviously have concerns that the vehicle is either unsafe or significantly suspect from a mechanical standpoint.
