My Dilemma
Is he blocking traffic within the parking lot, like blocking the path you need to drive in order to park your car in the back? This is the closest I'm coming to understanding the dilemma.

another reason why i love the UK, if this was here, you could report it to the local council, and they warn him, if he does it again, he get his car clamped and release fee is £185, (use xe.com to convert it to $) so .. yea, change your parking bay or your country lool

What's better is if you have a party invite him, once he's had a few beers you can tell him, and I'm sure he won't instigate. It's worked before and it cost me 5 beers. After all you're gonna have to deal with him for as long either one of you live there... so might as well find a peaceful truce. Nothing worse than each of you getting into a pissing contest, and then you'll lose more sleep on nights when you can't see your car from your window!
