Molasses-like substance on wheels and brake calipers?

Gentlemen,
I have been looking at used 545i's, and on a couple of cars I've seen this molasses-like looking substance on wheels and brake calipers. Does anyone know what this is? I doesn't look like brake dust to me. Is it anything serious?

My Ride: 2006 550i, Alpine White, Beige Ltr, Sport Pkg, Cold Weather Pkg, Premium Sound, Active Steering, Comfort Access, Steptronic, Nav, Satellite Radio, Split Fold Rear Seats, V1
This light brown gooey substance is likely used tire prep gel. I stopped using this because after washing my car this mystery gunk would appear on the sides of my car. It is hard to wash off. Once I stopped using tire shining gel, the problem disappeared.

Are you sure it's not a light coating of oxidation (rust) ?
Not unusual for discs that were wet (via washing or whatever) then not driven right away.
It only takes a day (or less) to show up, and 1 drive to get rid of.
