measuring engine hp

I was wondering if the rated hp figures from bmw include the engines tested with the water pumps installed and working? For example by using electric water pumps, there is around 4-5hp saved since a belt water pump would utilize around 4-5hp. So when they rate a 545 engine at 325hp, is that 325hp already taking into account this 5hp savings and would this engine produce 320hp if it had a regular belt water pump? Or is this 325hp the output of the motor regardless of the pump and then putting an belt pump would take away 5hp and an electric would take away 0 therefore would truly put out 325 rather than 320 with a regular pump?
Same thing goes with bmw's oil pump that pumps only what oil is needed and therefore saves wasted hp. I am wondering if all these "savings" of hp not being wasted, is built into the dyno numbers.
So is a bmw motor rated at 325 faster than another car with 325hp but a regular water pump (assuming everything else the same about 2 cars)
