i was told since day 1 to make engine braking a habit. i do it to automatic cars too, but the downshift is 'patiencetestingly' slow.

my 1st car an 86 VW cabriolet 5sp manuel had 230,000 kms on it with original clutch, brakepad/rotor serviced only once the 14 years i had it. i engine brake on all speeds since the day i got it of the box.

'patiencetestingly' = i invent new word

Wrong! Wastegate is open only when boost is higher than set limit. Some turbos have no wastegate at all, but boost is controlled by by-pass valve in boost line or turbine variable geometry (VNT turbo) like in BMWs.
