look what the tow truck driver did to my car

Sorry to hear about that -- it does look like he pried it off with a flat screwdriver.
You should take this up with the tow truck company.

ouch, that sucks, this dumb A$$ tow truck driver did not know how to remove the cover,
wtf is he doing in front of your house after he delivers your car, did you use AAA as your towing service, if so you can call them and refer to the date and time you called, and advise them that the driver has been doing laps around your house, and you feel unsafe now that a person knows where you live and appears to be stalking you. You have to make it sound bad for them to take action.
If you did not use AAA, call up the police dept, and advise them that there is a tow truck which had serviced you, driving around the vicinity of your house after the job has been completed and you did not request any other assistance and you think that he is watching you.

in any case, there is a resolution to that issue.
As for the chips, I normally do a walk around the car to notice any dings, knicks, scraps or scratches, i have delt with dealers before, and they have fixed my car because of their careless porter who whips the car around the service center and runs into things.

Terrible series of events...first the car has to be towed, then the amateur towers foul up your bumper. Hope things work out!
