I saw a black / midnight blue 520D today rocking the M// badges back and on the front! 
Just like in the pic still had the 520D lettering... and on the front its actually stuck to the front grill
like a nose ring 
must be a new style thing

Has anyone ever approached someone who has done something silly to his/ her e60? & if so, what was the result?

I think the guy is making a bold statement. Nobody can be lame like that! He could be working for BMW as a bill collector.

Look at his license plate. Did he mean to say UB SAFE and not SAVE? They sound the same, you NO.
