Default Jb4 or Cobb tuning

I have a 535i with 99k miles , I was thinking of tuning it but not sure if I should go with the jb4 or Cobb. I live in California so I need to pass emissions/smog. I'm more attracted to the jb4 because it's 200 dollars cheaper but I heard they don't pass smog with the jb4. Is this true or is there a way I can pass smog with the jb4 installed ?

Have you looked at MHD in the Google App store? Just another alternative. Personally I do not like piggybacks, like the JB4, so i would lean towards MHD or Cobb, for the ease of install and uninstall, and to pass emissions more easily than a piggyback.
