Big Ben starts donging its bells before the end of an hour...think about it.
To turn this feature off you need to go into your Idrive settings, car settings IIRC, option in there.

I always thought that the hourly chime feature went off 15 seconds before the top of the hour!

If anyone wants to know...this is an european thing, anyone that lives/ed in Europe knows that the chime goes on before the hour and it is usually before a important newscast. Phamton is right, big ben does play a part in it. At first I drove the guys at the dealership CRAZY, but I finally figure it out, it makes sense it's an european car...
