I still dont understand how they pick and choose who get those... I never got one but a few have reported they got them here...

I think its if the dealer decides to send it out. Looking at the pictures, it was signed "Rallye BMW." However, I wish all dealers did this, I would have really liked one.

Confirmed, I got the same thing from BMW. I thought it was pretty cool back then, although a bottle of high quality French Champagne which we got as dealership's compliments while picking-up the car was soooooooo much better.... 
I wish they did this for car's every anniversary....
