I installed my old wheels on my car and had them balanced, but I am still getting a bad vibration at about 60 miles an hour. I have spacers plates to bring the wheels further out to the fender and I suspect that those are the culprit. Do they make anything that will kill the vibration?

Take out the spacers and put the wheels back on and go for a drive. You should then have your answer.
