The pictures were taken in very poor lighting conditions and seemingly with either a poor camera, by a poor photographer, or both. Even an "auto paint expert" could not begin to help you assess the condition of the paint using those photographs. There is no substitute for a paint professional examining the finish first hand up close in good lighting conditions, and possibly even feeling the surface.

I suggest you take it to a body shop and inquire as to what would need to be done and how much it would cost to improve the finish. They will likely tell you if polishing will be sufficient or whether the car will have to be repainted, and what it will cost.

I didn't see the year and model or mileage mentioned, but if repainting is required only you can decide whether it will add value or be an investment that is unrecoverable.

I also recommend that you not try it yourself.

I'm sorry for all that commented on this post I did not look at the pictures recently and when I took them they were in better condition
