How do devices turn themselves off

There are various devices on the car that are connected directly to the fuxe boxes. Now when you check those fuse connections they are always ON and do not turn off when the car goes to sleep - how do I know this? if I connect an external device to say the fuse that connects to the CDC then I return back to a battery drain message. But if I connect a device to the power lead that connects to the CDC then there is no power drain message.
So the question is how do the devices turn themselves off and allow the car to sleep? And what do I need to do to mimick this functionality for another device that I will add?

The only part of our cars that really turns on and off with the key is the starter and ignition. The rest of the car is more like a computer using sleep mode that wakes up when you move the mouse. In this case the unlock button on the key or the door handle are the mouse. These devises are only connected to battery, ground, and communication lines. Since computers take so long to warm up it makes more sense to have them wake up before you even get into your car. They do eventually turn off but only after a 5-20 minutes. As for the second part of your question it is easier to answer if you are specific about what you are trying to install. Do you need an ignition signal?
