What do i need to do to get my windows up with the remote, i can roll them down, but unable to roll them back up, i need to put the key in the door and hold it in the close position for about 10 seconds.

Its a option the dealer can activate or deactivate in the Car/Key memory using their DIS or GT1 computers

That sounds about right, and it appears that you are in U.S.
You can thank the litigation system you have w/ you countrymen. The remote close function is disabled for all US market BMWs.
