My Ride: In a place where the Mercedes density is the highest in the world (no. of MB per square kilometer) I choose a Bimmer, why? because of one thing "The Ultimate Driving Experience"

523i Steptronic, Silver Grey Exterior, Black Interior with Black Dakota Leather and Maple Wood Trim. Chrome Grill, Style 123 rim, Airbags everywhere, PDC, Rain sensor, Auto lights, Moveable front armrest, Advance Climate Control, Glass Sunroof, Auto dimming interior and exterior mirror with foldable functions, Extended Lights package, 6 CD changer in glove box, Power seats with memory, Power adjustable steering wheel, Power rear sunblinds.
Add ons: 123 wheels, chrome grill, K&N Hi flow filter, Eibach Pro Kit, e60.net decal and 24,000km

To be honest, I would never buy a second hand bike as it can endanger your life. Who knows what the last owner did! IMO always buy a new bike, as prices for bike is not that expensive comparing to cars.
Most bike shop can give you a quote on insurance.

Get somethink else. You don't need to get a flaring bike, the aprilla makes a good 250. Or you can even try a 400 since you have an open license.

the foot pedaling ones... I still want to get a M license... I missed out when I had the chance... for here if you go take the class and test before you turn 18 its like a little over $100 and after you turn 18 its like close to $300. But the real problem now is I cant find anyone who wants to go get one with me. I should have gotten it when I was in High School. :'(

im not sure how used bikes are in Hong Kong, but my CBR250is not 2nd hand. Maybe 5th, 6th 7th hand. If you get someone to check the bike before you buy it and the shop offers warranty then at least you are covered from mechanical/electrical problems.
Or as suggested, go for a Aprilla 250 i think they also have a 125cc?
license registration for anything above 250cc (?) is less than $2000, and insurance is only 3rd party also under $2000.

Is never too old to get a bike license, there were people in my class twice my age
So get one today until is really too late (like when you retire and want to buy a Harley just for the sake of it) Unless you retire like 40 maybe?

I have to go check it out later in the shops in person.
The Aprilla does have a 125 but is a two stroke and not good for beginners.
This is just a weekend bike or something that I can use instead of driving my car to seven. From my research it shows that most bikes that get stolen in HK is Honda's CB 400 SF, larger cc bikes is more likely to be stolen.
But one of the 250 that get stolen the most is the Hornet but CBR 250 is not in the list, this is another factor I am considering when making this purchase. They say the CBR 250 is the best bike for a beginner so might as well go for it and drive it for a year or so before I buy bigger bike.
