Help with SES Code P3216

Okay guys. The shop got sick of searching for the electrical gremlins in my car, as the Warranty company would only pay so many hours for diagnosis. According to the tech, he was not pulling any codes for the SES light, but I was able to pull P3216 (Emissions-Bank 3 Sensor 2, Heater Circuit Short Circuit to B+). What exactly does this mean (assuming a faulty O2 sensor, but which one and what is B+). Also, could this short circuit be a root cause to my "Electrical System Malfunction" warning going off after the first 3 miles of driving?
So far, the shop has:
-Replaced alternator
-Replaced and registered battery
-Replaced "burnt" MPM
Car drives fine, just get the SES light and "electric malfunction". Also the electric malfunction will chime when really getting on the gas.

Nevermind, it seems that the car miraculously fixed itself. No codes, no electrical malfunctions today!!
