Help loose front Fender

The issue is behind the front left wheel where the fender meets the side skirt and front door. The fender sticks out 1-2 mm and is annoying to look at. I can push it in flush but then it comes right back out. It seems to me that a screw/clip or something needs to be tightened. Does anyone know how to get back there? I have the M-Sport package too.

When you open the front door, a small gap opens between the front of the front door and the fender. In that gap, you should see bolts that hold the fender in place. Try to tighten them, if they are loose.

More important question is - why are those bolts loose? Was the car in an accident? Body shop forgot to tighten those bolts when the fender was replaced?

I bought the car used and it has not been in an accident. My guess is either a fastner broken or my 6 year old did something when i was not looking. Here is a picture.

I looked in side the door and it looks like i need to take the rocker panel off to access the bolts from the bottom side. Any one confirm this?
