I believe there was a procedure for the E39, but I never did it. I think I read about it in a forum.

In order to align the lights properly, you need to use a "headlight aimer" and the following information:
Vertical_aim_requirements.pdf

Since I'm sure you're just looking to manually adjust them, you might have some luck with this:
RA__Adjusting_foglights.pdf

Keep in mind that fog lights are not supposed to be focused high as you desire. You'll not only reduce the effectiveness of the lights in fog but you'll likely cause glare for other drivers. (If you want to know more about this, search here -- it's been discussed to death!)

I don't know what to say about this...
This is even worse than just having them on...

One day somebody will have an accident and files a lawsuit against the guy who was driving towards him with his foglights on...

I'll never understand this immature behavior...

I can remember many years back that in Brasil (at least Northeast Brasil) they drove with their headlights OFF and mearly flashed them at intersections. I can tell you they really gave me a thrill driving at night

In North London you're lucky if they carry lights at all. Or insurance. Or a license even...

Having lived in Austria before, where the law doesn't allow you to put them on unless it's foggy i didn't use it, but in Moscow, where I live now there is no such law and everybody, who has foglights puts them on, sometimes even rear ones! That can get really annoying(the rear ones), but I don't see any harm in having the front ones on all the time(i do it) IMHO it just increases visibility and ability for others to see you even better Or am I wrong. Well in my previous car I had sometimes more than foglights on (Stroboscopes as well) but that is only for emergency use and the penalty for using them is about 10 USD. That is why I like livign here
