Flashlight Socket Always LIVE?

Good morning,
I know that all 4 of the "cig" sockets in the car cut out when you turn off the vehicle, but from what I've heard the power socket in the glove box is always on. Is this true? I've also heard it cuts out after ~16 minutes. It would be great if someone could help clear this up for me.

Another M5 board posts report that the flashlight socket is HOT all the time.

Maybe the flashlight adaptor has a filter and/or noise in this circuit won't be of any bother.
