Armorall?

If you're really anal about these things, try using some mink oil on leather, supposably it does wonders. At least thats what detailers tell me

I'd start with a good cleaning product made for leather. Then you can better assess the condition of the wheel and determine if a redye is required. I have used paste shoe polish to touch up scratches on leather wheel coverings and upholstery but it will rub off over time. Of course if you never touch your steering wheel ...

Seriously, what looks like fading is often accumulated oils and crud from you hands. It can add up over time! Clean and protect ... and do it often!
