Seems like BMW has been making a lot of news lately and nott in a good way. What could be the resolution to this problem?

Finding a better way of locking down the CAS/DME and other modules from programming key access changes without some kind of master code that must either be taken from a card given at purchase, or, at minimum, written on the DME itself (requiring removal of the various componants to get to the EBox where its stored - beyond a 3 minute job).
