Euro '08 530i: 'Decompressed' engine?

I just realized from a technician that the engine of my eurospec '08 530i is 'decompressed' (or something like that) according to the car's tech specification. Does this mean it's somewhat dumber/slower than regular 530ers? And my car has a specification for countries with low fuel quality - is it somehow correlated with above or the vehicle's performance whatsoever? If yes, is there any way to turn my car into the normal car exploiting engine's full (or almost full) capacity without any third party chip tuning? I really feel I sort of lack acceleration too much from factory's stated figures (8s vs 6.4s 0-100m)
