I've seen this reported in a few placed... this is from fifthgear
The EU is thought to be proposing legislation that will restrict car emissions to an average of 120 g/km.
EU environment commissioner Stavros Dimas is said to be preparing a directive on the subject to put before the European parliament and EU governments in the next two to three months. As 120g/km is only currently met by cars with an engine size of up to around 1500cc, this proposal will cause fury in Germany. Audi, BMW and Mercedes will not be amused.

BMW are going in the right direction but will have a ways to go...

This is being proposed to take effect in 2012.
It will cause chaos in the motor industry.
Better buy our new cars in 2011 !
