It is indeed. Based on likely consumption level, so big petrol engines have a finer graduation at the low end (mpg), and small diesel ones a finer graduation at the high end. Otherwise you'd be forever stuck with a needle at one end of the scale or t'other.

I actually don't think so. At least not at that level of refinement.
My 535d was delivered with the Idrive set to US gallons (someone on here said that was standard) so what chance is there that the dial is crafted to any degree of accuracy rather than a simple indicator.
FYI my meter (535d) at the "6 o'clock position" show 30mpg.
Any other bids?
Why don't BMW simply colour the left hand portion of the scale green and the right hand portion red and have done with it?

Just to add another couple of data points - on my E39 535i the 6 'o clock was 20, and on my E36 325 it was 25. The E39 instrument was definitely different across the range (V8 vs. I6)
It is supposed to be reasonably precise (it's actually based on digital info from the ECU, not just on vacuum sensing, which BTW would not work on Diesels)
