Krip, first of all, welcome to the forums. Secondly, I had to read your sentence about 5 times before I could decipher it. Third, yes, you should have the LED's lit when the headlights are on or even when the parking lights are on.

From what I gather from reading the first post you are wondering why the eyebrow does not light up? Has it ever been on? Its possible the eyebrows may not be enabled, which the dealer can do. If they were previous working then it may be a bad connection or LED? Not sure if there is a fuse tied to that

Is it happening on one side or two? Do you get any errors? (parking lamp errors)

As you've already read they should be illuminated when your parking or "normal" headlights are on. It looks like your headlight assembly is out of the car .. is it possible that the connector for the LEDs was disconnected? It's pretty unlikely they "burned out" from use.

Did they used to work? Have you taken the car in for service that needed programing? From what I've read, a certain software update inadvertently disabled the "eye brows". Another software update fixes it.

I think there are other members who have has this problem and I believe it's just a case of getting the dealer to enable them
