Sounds to me like some sort of silly aftermarket add-on, or an option that may only be regionally available. I have seen several times alarm systems that decide that making constant, repeating noises to 'confirm' that the alarm is, in fact armed, but mostly asian imports. If it were my car, I would make a top priority of removing that - unless someone else replies saying it is factory.
Have you tried sitting in your car and hitting the lock button on your remote to try and hunt the sound down? If you hit the lock button twice you will arm the alarm but disable the motion sensor so you can crawl around your interior until you locate the culprit.

iCharles brings up a good point. This is not a standard BMW feature. Perhaps you have aftermarket equipment installed. Have you checked to make sure your HOUR MEMO isn't enabled in your date/time settings? Would be nearly impossible for that to be the cause and it shouldn't do it when your car is locked but double check it in any case....
