Dumb Question About Lights

Please dont burn me on this, but this is my first BMW
Im sure that this is a dumb question, but I am curious.
I have the xenon head lamps the outer lamps have the xenon bulbs the inner bulbs are not lit when I have my headlights on. I would assume that the other lamp is my high beams, but when i flip the high beams foward towards the dash to stay on, my xenons just get brighter and the lamp is still off.
The only time the lamp comes on is when i turn on my high beams by pulling the control towards me, but as soon as I let go it goes back off.
Ive seen pics in the forums where just this bulb is lit and the xenons are not lit. What I am getting at here is how to I make those inner bulbs come on and the xenons stay off and whats the purpose of the bulb?

Pulling back activates the flash to pass high beams which are halogen. Pushing forward is the Xenon high beams. They do this because the Xenon takes longer to come on, so for flash to pass halogen is more appropriate.
