do adaptive headlights turn left ?

after my long one month holiday i got back to dubai and everything seemed ok with the car... untill yest. .. while parking i noticed my headlights did not turn to the left ? ... so i rushed to the dealer today morning and asked if this was normal .. and apperenly it is .. which i fail to belive because im sure it did turn and his explaination was that it will not hurt on-coming peoples eyes... and after a huge argument he made me an appointment ... so what the vedict ? am i rite or wrong ?

When standing still, they will not turn to the left.

Unless the car was ment to be driven on the left side of the road in wich case they wont turn right when standing still.

No left turning with adaptive lights for do not hurt on-coming peoples eyes.

I'm asking to myself : and on left lane drive as in UK ?? Is it the contrary ?

At slow speed, like turning a 90 degree left, the lights turn. At stop, it does not turn. At higher speed left curve, I do not notice the turn. Sometimes, I also feel SA are full of sh__t.
