To answer your question, it is not user configurable through the I-Drive menu's, most likely because some countries do not allow cars without daylight running lights activated on their roads. So I guess that you will have to pay your dealer a visit if you want it activated.
When I think about it, why doesn't BMW make a country dependable customization to the available options in I-Drive? This way options like daylight running lights could be included in the list, and only countries that do not require them by law could activate/deactivate them? Wouldn't this make more sense?
