They were set to on when my car was delivered. I turned them off as soon as I realised.

That's true on EU cars. US apparently has something along the lines of the old UK dim-dip where the inner H7 halogens emit a dimmer light than standard. I'm still not sure whether on US cars the inner H7 halogens go on full blast when main beam is switched on or does the US do main beam with just the bixenons.
