Car vibrating in R and $275 for Fuel Injector cleaning

Hello,
I have 2005 545i. I've been struggling with a smooth stop and start. One thing I found is that the car engine is surging or vibrating in Reverse. I feel a similar vibration before I make a complete stop or a slow start from stop before I step on the gas. The issue was more obvious on Uphill in R and D.
The dealer took look at it and suggested Fuel Injector cleaning and adding additives with $275 charge (It was not covered by the warranty). I told them I would pay for that if those can fix the issue. After I got the car back yesterday, I still feel the surging force in a way that I can't predict when I can make a complete stop even though it is improved.
Have you had the same issue? How could I deal this issue with the dealer? I already paid $275...
