I'll stay out of the moral/speculatory legal part of this, except to say that you may lose your license for 6 months or a year once an SR-1 is filed. Any accident with damage over $750 requires an SR-1, or you risk losing your license - both you and the person you hit must file or face the risk. While there is incentive for you not to file (aka don't want the DMV to know), little such incentive rests with the other driver. Compounding this is your meeting with the officer. If you were cited for a VC16029 violation, they will also notify the DMV. Your license WILL be suspended for 1 year, you will have to pay a minimum of $370 ($100 fine plus the wonderful Penalty Assessment crap this state is known for), and yadda yadda yadda.

As for the car, check the Battery Safety Terminal - it may have blown late, and now prevents the car from running. You didn't specify if the engine cranks and it just won't start, or if you have a no-crank condition. Either way, check the BST. Good luck.
